Descriptor V2 Upgrade

Description

This proposal updates the Nouns Descriptor contract, which stores and renders Noun artwork and token metadata, to include cheaper on-chain art deployment, improved external API, and improved descriptor upgradability. It also retroactively fixes seven art errors and oversights, such as recoloring of existing pixels and removing of extra pixels.
