Liberating Proposal Threshold for 26 years

Description

This document proposes changing the threshold for putting a proposal on-chain from 2 votes to 1 vote in order to empower all Noun holders and Delegates to participate in the DAO, while still allowing for the threshold to be increased to 2 votes once the number of Noun holders reaches 9999 in 26 years.
