Nouns DAO V2 Upgrade

Description

This proposal updates the Nouns DAO logic contract to a new version, with improvements such as dynamic quorum, vote with gas refund, bug fixes, and a two-step vetoer change process. It has gone through internal reviews and a code4rena audit, with no high-risk issues found. Parameters for dynamic quorum have been set, and a transfer of 12 ETH has been proposed to fund vote refunds.
