nouns.eth: set reverse record

Description

This proposal suggests setting a reverse record for Nouns.eth, which would allow anyone to easily send anything to Nouns by simply inputting the address. There are already over 50 Nounish DAOs donating rewards to Nouns and with Prop 190, they are now minting onchain. Setting the reverse record would make it easier to recognize if something is coming from Nouns or not. A 1 ETH payment is included for the idea.
