nouns.eth: set reverse record (alternative proposal)

Description

This proposal seeks to set a reverse record from the treasury to nouns.eth, allowing anyone to easily send anything to Nouns by inputting nouns.eth. This is a revised version of a previous proposal, with the only change being the omission of the 1 ETH payment for proposal submission.
