Description

A proposal updating the dynamic quorum parameters for a blockchain system. The proposed change is to increase the maximum quorum percentage from 15% to 20%, while keeping the minimum quorum percentage and coefficient the same. The rationale is to increase the degree of support required for contentious proposals and increase the percentage of successful proposals. The proposal includes a transaction to set the new parameters.
