Retain Builder to Work on nouns.wtf for 6 months

Description

Brianj, the Nouns DAO engineering resident for the last 3 months, has requested a 6 month continuation of his residency. During his residency, he achieved the goals of updating the UX of the auction, governance, and proposal pages, as well as creating the nounsstats.wtf page, a bot to automatically create snapshot votes, and helping automate parts of Bidder POAP. His goals for the next residency are to maintain nouns.wtf, revamp the CI/CD pipeline, add real time error monitoring, improve code quality and documentation, refactor nouns.wtf, and localize nouns.wtf. He will provide monthly updates and project scoping documents to the DAO, and use Github issues and projects, as well as Discord, to promote accountability and give the DAO visibility into his work.
