Pilot Collectivized Nounish Allocation

Description

This document outlines a process to empower active Nouns builders to democratically distribute 100 Ξ in a manner that attempts to benefit Nounish Culture. The funds will be custodied in a multisig and an open call will be held for Nouners/Nouncillors to co-administer the distribution. Possible failure conditions include disagreements on proper execution of the covenant, too few or too many nominees, and unforeseen technical constraints.
