Allocate Noun to Lil Nouns DAO

Description

This proposal allocates Noun#253 to the Lil Nouns DAO treasury in order to demonstrate value for the ownership stake they have granted NounsDAO, the positive externalities they have created for the Noun ecosystem, and to provide additional utility to the Nouns treasury. Noun grants in the future to derivative projects should be evaluated on a case-by-case basis.
