Federation - DAO to DAO Governance Rails

Description

This document describes Federation, a smart contract and web app that enables native governance between DAOs by functioning as an on-chain delegated voter. Federation allows DAOs to connect and form networks, unlocking new types of growth and behavior in the Nouns ecosystem. The smart contract allows voting on external DAO proposals and is gated to DAO members, while the web app features a list of external DAO proposals that can be voted on, voting on active external proposals, and executing vote results. Future plans include easy proposal creation between DAOs, assisted deployment and configuration of the Federation contract from the web app, and more governance tooling.
