Scoped Voting Delegation

Description

This document proposes the deployment of a "Scope Token" contract for PropHouse voting that allows granular delegation of votes restricted to specific scopes. The Scope Token will derive voting power from the principal Nouns NFT contract, and holders of voting power on the principal contract can delegate the Scope Token for someone else to use their voting power on PropHouse only. The document estimates that both the contract and frontend can be fully developed and deployed in 3-4 weeks.
