Splitable Delegates

Description

This document describes a smart contract that allows for the splitting of delegates from one wallet and the transfer of delegates to others. The contract also has potential future features such as renting or selling delegates and developing a UI. The contract is created by the SplitableFactory and owned by a user, who can deposit Nouns and then delegate and propose. The developer is Yanzero, a Foodnouns Dev and Nouncillor.
